Born in Elgin Illinois. Grew up in Rockford Illinois.  Bill was a master of all trades.  He was skilled as a contractor, electrician, and truck driver.  His love of automobiles included drag racing, and participated in car shows and he was an avid golfer and sports fan.  Frequently seen at Door Creek Golf Course with his buddies.  When allowed, he'd bring his wife.  Bill was always there to help everyone and was loved by everyone he met.  Bill was friends with people from all walks of life and  everywhere he went, Bill seeemed to know someone.  Bill left an honest lasting impression on everyone he met.

Preceded in death by his father, Irvin Moan, his son, Allan Moan, and his mother-in-law, Wilma E. Phelps.

Survived by his wife Patricia A. Moan; his mother, Lavon Moan; brother, Gene Moan; sisters Wanda , Beverly Green, Mary Shuga-Hadle (Rick); step-son, Jason Phelps (Angela); father-in-law, William Phelps; sisters-in-law Kathleen Comeau (Alan), Jeanne Jennings (Jon); brothers-in-law, David Phelps (Lori), Daniel Phelps (Sarah); and many nieces, nephews, and grandchildren;  close friends, Mike and LIsa Aders and Tammy Smith (Mark).
