Kouay was deeply committed to his family. He will forever be adored as a wonderful husband to his loving wife of 60 years, Penelope Saechin. Their enduring relationship was built on trust, support, and unconditional love. Kouay was a pillar of strength for his children, Jennifer, Andrew, and Michelle. He was their guiding light, offering sage advice and instilling in them the values of honesty, hard work, and perseverance.

Funeral arrangements are being handled by Smith Funeral Home in Redding, California. A memorial service will be held on September 9, 2023, at 2:00 pm at St. John's Church in Redding. In lieu of flowers, donations can be made to the Redding Community Foundation.
