Justin Anthony Black, 49, passed on to eternal rest after a courageous battle with brain cancer on December 30, 2025, in Silver Spring, Maryland. Born on April 24, 1976, in Barberton, Ohio, Justin lived a life marked by dedication to public service, deep love for family, and an enduring passion for the outdoors.


A graduate of Stow-Munroe Falls High School in Ohio, Justin pursued higher education with determination and excellence. He earned a master’s degree in computer science from the University of Maryland at Baltimore, laying the foundation for a distinguished career in technology and government service.


Justin began his professional journey with the U.S. Treasury before rising through the ranks to become Chief Information Officer of the Veteran Affairs Inspector General. His leadership and vision later led him to serve as Chief Technology Officer for the U.S. House of Representatives. At the time of his passing, Justin held the position of Chief Technology Officer for Montgomery County in Maryland—a role that reflected both his technical expertise and commitment to public service.


Beyond professional accomplishments, Justin was known for his vibrant personality and unwavering devotion to family. He is survived by his beloved wife of 16 years, Elizabeth Angerman; sons Joey and Ethan; father Bruce (Lori) Black; mother Trudi (David) Rindfusz; sisters Jennifer (Scot) Clark, Lara (Devin) Burns, Shannon (Chris Dawson) Fleming, Kayleigh (Paul) Ferder; brother Aaron (Amy) Black; and many cherished aunts, uncles, nieces and nephews.


Justin was preceded in death by his grandparents: Lewis Clark, Gertrude Clark, Calvin Black, and Eva Black.


Those who knew Justin remember him as good-natured and full of life—a true lover of the outdoors who found joy in snow skiing, rock climbing, and nearly any activity that brought him into nature. A devoted fan of Ohio State football as well as Cleveland’s Browns and Guardians teams, Justin’s enthusiasm was infectious whether cheering from the stands or from home.


Family was at the heart of everything Justin did. He was a loving husband and an engaged father who not only coached his sons’ sports teams but also guided them through life with wisdom and compassion. Known for his quick wit and playful teasing, Justin brought laughter into every room he entered. His warmth extended far beyond immediate family—friends and colleagues alike felt uplifted by Justin’s kindness and sincerity.


Justin will be remembered not only for his professional achievements but also for being a person who truly cared—about people, about doing what was right, and about making every moment count. His legacy lives on in the lives he touched through mentorship, friendship, leadership, and love.
