Joyce V. K. PanthierOxnardJoyce V. K. Panthier, 71, went to be with the Lord, Wednesday, June 21, 2017. Mrs. Panthier was born on Thursday, September 27, 1945 in Roseau, Dominica. She was an active resident of Oxnard since 1983. She worked as an Office Services Supervisor II for State Compensation Insurance Fund for 20 years. Additionally, she served as a Regional Educational Superintendent for C.O.G.I.C. and served the underprivileged for 30 years.She was preceded in death by her parents Osmond and Ena Mendes, brothers Clifford and Leroy and sister Althea.She is survived by her husband of 46 years Roosevelt Sr., eight children; Desmond(Evy), Dion(Sheila), Lovette(Jay), Roosevelt(Leah), Kwame(Frances), Michael (Lina), Ann Marie and Reginald.She leaves to mourn (13) grandchildren: Joshua, Malachi, Gemini, Logan, Ariana, Akemi, Nevaeh, Julissa, Yasmin, Mariyah, Mychal, Malachi, Jaidalyn; one brother Marie Milton Mendes and a host of family and friends.The family will host a visitation from 5:00pm to 8:00 p.m. on Friday, June 30, 2017 at Garcia Mortuary, 629 South A St. Oxnard, CA. Her Celebration of Life service will be held at 10:00 a.m., Saturday, July 1, 2017 at St. Paul's Baptist Church, 1777 Statham Blvd. Oxnard, CA, 93033.
