Phelps , Joe Jr.,age 52, of Louisville, entered into rest on September 14th, 2017 after a long illness. He was born on January 28th, 1965 to the late Joseph Phelps Sr. and Frances Gail Bishop. Joe touched the lives of many throughout his 26 years as an educator, having worked for Fairdale High School, Barren County Public Schools, and Bavel High School. He was a lover of the arts, and most specifically music. Joe is survived by his wife, Sandra (Shipp) Phelps; two sons, Earl Phelps and Tre Cato-Phelps; three sisters, Jorena Faulkner (Ian), Maleyna Eden (Ron), and Trista Phelps; several nieces, nephews, great-nieces and nephews, and cousins also survive. A celebration of life will be held on Saturday, September, 30th at 3 p.m. with visitation beginning at noon at Highlands Funeral Home, 3331 Taylorsville Rd.
