Frances JoAnn Cotton, beloved daughter of Rudolph E Preacely and Annie Mae Willam Preacely, was born on December 26, 1960 in Hempstead, New York, United States. She passed away on August 7, 2024. Frances had no children of her own but was a loving aunt to her nieces and nephews.
