Born on October 8, 1940, Charles was the son of James and Betty Fuller. In the year 2000, he married Judith Fuller, with whom became the stepmother to Chuck Fuller and Chris Fuller. Charles was a loving grandfather to two grandchildren.

Charles dedicated his career to serving as a corrections officer at Deerfield Correctional Center until he retired in 2000. In his free time, he enjoyed playing the guitar and working in his garden.
