Billie was born February 9, 1944, to Eldridge and Lee Ethel in Clarksville, Texas. Billie went to Dunbar Elementary, Carver Middle School and graduated from Booker T. Washington Class of 1962. In 1976 he became a bus driver for MTTA where he met Shirley, the mother of six children and the woman he would spend the rest of his life with. His saying was always, "till death do us part" and so it is. At the time of his passing, he was 27 days away from being married 41 years. Billie loved to bowl and to his bowling friends he was "Griff". He was bowling until his health could no longer allow.

He leaves to cherish the memory of his wife Shirley, his children Clarence, Dana, Billy Jr, Eldridge, Casanova, Angela, Anthony, Christopher, Atonna, Dawn, Andrea, Netta, Susie, and Shannon. 33 grandchildren, 26 great-grandchildren, and one great-great-grandchild. Brothers George, Robert, Eddie, William, along with numerous nieces and nephews, cousins and friends.
