Born May 8, 1973, in Vientiane, Laos to Bounchom and Kamphanh. He joined his Mom on July 26, 2020, at the age of 47. 

He immigrated to the United States with his family in 1980. He attended elementary school in Merced, California, and his family moved to Greensboro, North Carolina, where he graduated from Ben L. Smith High School. On any given day, you will find Seng as a Teppanyaki chef, known as Chef Joe. He cooked and entertained 1000s upon 1000s of guests with his contagious and generous smile and laughter in restaurants from North Carolina to California, where he met Kathy in 2003 at Benihana behind the iron grill. He knew all the tricks of a teppanyaki chef and would expect him to showcase his skills: juggling utensils, piling on onions to make a blazing volcano, chucking along a steaming onion cho cho train, flipped shrimps into mouths, hats, and pockets, and all the fantastic tricks you would expect and so much more. He was Chef Joe and brother Seng, and he loved cooking and entertaining and would challenge anyone to a cookout or BBQ any day of the week combined with his out of this world tham makhong (papaya salad) and spicy jeouw (sauce). 

He was a caring, selfless individual who loved people and his sons were his lifeblood. 

Survived by Kathy and their sons: Kyle (15) and Siler (10); his dad Bounchom; siblings: brother Manh (Mike), sister in law Kanthong (Kath), brother Khanh (Miki), sister in law Tawny, sister Bounethanh (Noi), brother in law Marty, and sister Khabchanh (Kabby); his nephews: Jimmy and Kaiyou and nieces: Lynne, Paige, and Pearl. He was predeceased by his Mom, Kamphanh.
