She later moved to Iowa, then California and returned to Iowa in 1991. Patsy worked all her life. She received her AAS degree when she was 52 and became an EMT when she was 62. She enjoyed dancing, bike riding, gardening, and fixing things. Pat is survived by daughters Wendy Noring of Granger, IA and Angela (Kirk) Caswell of Altoona, IA, grandchildren Gilly and Bailey Noring, and Ashley and Sydney Caswell, and a sister Marsha Bingham. She was preceded in death by her parents Hoyt and Rachel Starnes, her husband William Capen, a brother and 2 sisters.
