He was born in Norfolk, Virginia on Febuary 5, 1958 to the late Kenneth and Nadine Rudy. Charles was educated in the Norfolk Public school system and graduated from Maury High School. Soon after high school he began his career with transportation. Charles worked with trucking logistics for many years. Charles enjoyed traveling, sports, cooking and working on cars.
