YORK Melvin A. Kulbicki, 67, passed away peacefully on Monday, October 12, 2015, at home surrounded by his family. Dr. Kulbicki was born on April 9, 1948, to the late Michael and Florence Kulbicki. He was raised in Baltimore, Md. with three brothers. He graduated Cum Laude from the University of Maryland, Baltimore County, with a Bachelor's Degree in Political Science. After graduating from college, he married the love of his life, Lorraine Kulbicki. Together they moved from Baltimore to State College where he attended Pennsylvania State University. In 1979, he graduated from Penn State with a doctoral degree in Political Theory and Empirical Theory and Methods. In 1976, Dr. Kulbicki was hired as a professor in the History and Political Science Department at York College of Pennsylvania. He most enjoyed teaching Political Philosophy (Ancient, Enlightenment, Modern); American Government and Politics; American Political Thought; and Campaigns and Elections. He loved teaching and watching his students achieve their goals. He served as department chairman from 2002-2007. In addition to teaching, Dr. Kulbicki made numerous contributions to his field. He was an accomplished writer and published numerous articles and professional papers. Dr. Kulbicki served on a number of professional boards and committees and he also held professional offices for several associations and planning committees. In addition to his professional contributions, Dr. Kulbicki believed in the importance of serving his community. He was a member of the York County Commissioners Transition Team: Office of Elections Study Group in the Spring of 2004. He was a member of the Local Chapter of PA Pro Life Federation 2002-2015. He was a part of the Landings Team at St. Patrick's Church 2001-2015. Dr. Kulbicki assisted the local chapter of the American Association of University Women with the production of the annual Election Guide in the spring of 1999. He was a member of the York Suburban School Strategic Planning Committee from 1992-1995. Dr. Kulbicki served in an ombudsman position as an Official Prison Visitor for the York County Chapter of The PA Prison Society in the late 1970s through the early 1980s. He served on the St. Patrick's Parish Council and Executive Board from 1981-83. He was a High School Catechism teacher and a member of the Knights of Columbus. Dr. Kulbicki was active in a number of service and professional associations including the Society of Catholic Social Scientists; Fellowship of Catholic Scholars; The American Political Science Association; The Northeast Pre-Law Advisors Association and The National Association of Scholars Dr. Kulbicki is survived by his wife, Lorraine Kulbicki; his two daughters, Kathryn Kulbicki and Elizabeth Hepler; his son-in-law, Christopher Hepler; and his granddaughter, Megan Hepler. A viewing will be held at St. Patrick's Church, 231 S. Beaver St. tonight from 6 to 8 p.m. A Mass of Christian Burial will begin at 11 a.m. tomorrow at the church with the Rev. Keith Carroll and the Rev. Carl Tancredi concelebrants. Burial will be in Holy Saviour Cemetery.
