Joseph C. "Joe" HiebelEAST DUBUQUE, IL: Joseph C. "Joe" Hiebel, 86, of East Dubuque, Illinois, passed away at 8:35 a.m. Monday, October 12, 2015 at the Bell Tower Retirement Community in East Dubuque.Mass of Christian Burial will be 10:30 a.m. Saturday, October 17, 2015 at St. Mary's Church in East Dubuque, with Fr. Dean Smith and Msgr. Dean Walz concelebrating. Burial will be in the East Dubuque Cemetery, where military honors will be accorded by members of American Legion Post # 787. Visitation will be from 4:00 - 8:00 p.m. on Friday at the Miller Funeral Home in East Dubuque, where the Parish Rosary will be recited at 3:45 p.m. Friends may also call from 9:30 - 10:15 a.m. on Saturday at the church. Members of East Dubuque American Legion Post # 787 will meet at the funeral home at 6:30 p.m. on Friday.Joe was born on March 19, 1929 in Zanesville, Ohio, the son of Carl and Beatrice "Dot" (Lingle) Hiebel. He was a Navy Veteran of the Korean Conflict serving from 1948 - 1952.Joe was a graduate of St. Nicholas Grade School and High School in Zanesville. He received his B.A. from the University of Dayton at Dayton, Ohio, his Masters of Hospital Administration from St. Louis University, St. Louis, Missouri. He was the first lay assistant at St. Raphael's Hospital, New Haven, CT.; first lay assistant at All Souls Hospital, Morristown, N.J.; the first lay administrator at Xavier Hospital, Dubuque, Iowa and was a partner at Computer Doctors in Dubuque. He retired from Mercy Medical Center in Dyersville, Iowa, where he served as Vice President. Joe was an avid golfer and golfed in the Wednesday night league at Lacoma Golf Course for many years.He was a member of St. Mary's Church in East Dubuque, a member of the Knights of Columbus Council #7527 of East Dubuque, American Legion Post # 787 and the East Dubuque Lions Club. He was also a Life Fellow of the American College of Hospital Administrators and past member of several hospital health care organizations. Surviving is one sister, Eleanor Riggle of Wooster, Ohio; a brother, Don Hiebel of Sylvania, Ohio; nieces and nephews, and special friends Kirk and Michele VanOstrand and family, and Steve and Marcie High and family, all of East Dubuque.Joe was preceded in death by his parents and six brothers, Robert, Ralph, Henry, Lewis, Dick and Ray Hiebel.Joe's family and extended family wish to thank the staffs of Bell Tower Retirement Community and Hospice of Dubuque for the wonderful care provided to Joe.In lieu of flowers a Joe Hiebel memorial fund has been established."Joe was a mentor, friend and life coach to many."Online condolences may be left for the family at www.millerfhed.com
