Debra Ann was truly blessed. She was born May 5, 1956, in Houston, Texas and departed this life on December 10, 2017. She is preceded in death by her two loving parents, Inez and Erin Dean.

Debra Ann attended Jack Yates High School and continued her education at the University of Houston, receiving her Bachelors in Social Work. While working for the City she met her husband, Steven Franklin. 

In her leisure, Debra Ann enjoyed singing in the church choir, family, traveling, trivia, and of course helping others. She devoted much of her time and energy as a caregiver to family members. She enjoyed seeing others smile and helping put that smile on their face. She was a devoted Christian that loved being in the church. Her charm and smile would enlighten any person at any moment. Debra Ann's personality was always inviting and warm.

Debra Ann wasn't able to have children of her own but instead gave all her love to her family. She is survived by her sister, Trina Dean and brother, Dave Dean's children, whom she also raised. Her host of nieces and nephews would include, Nick, Terrance, Robert, Michelle, Dominque, Dupree, Adrianna, Gabrielle, Dave Jr., Devin, and Kevin.
