Carol E. FosterJanuary 1, 1940 - November 13, 2016YorkCarol E. Dvoryak Ruths Foster, 76, passed away November 13 at Victorian Villas in Dallastown. Born January 1, 1940 in Harrisburg, she was the daughter of Alton W. and Mary E. (Wright) Seibert. Carol and her twin sister, Carolyn, were the first twins born on that New Year's Day resulting in special recognition from the Esso Corporation. The twins grew to be lifetime best friends doing as much together as time and distance would allow. She is survived by husband, A. Carville "Peck" Foster; daughter, Lynn Ruths of Manchester; son, Rex Ruths of York, son, George Dvoryak and his wife, Susan of York; granddaughters, Kathleen Kauffman and her husband, Brant, Stacey Heiden (Dvoryak) and her husband, Jordan of Haddonfield, NJ, Kelly Dvoryak of Richmond, VA; and two great-granddaughters, Rylee and Kaylee. In addition, Carol is survived by brothers, William, Homer, Kenneth, and Paul; and sisters, Carolyn (husband, Ronald Madeira) and Shirley (husband, Paul Hagenberger). She was preceded in death by husband, Richard Ruths of Manchester; brother, Alton Jr.; and sisters, Reba (Holmes) and Elaine (Houser). Carol had a fulfilling career and loved every job she held with the Pennsylvania Game Commission, Northeastern High School, Pa Department of Revenue, Pa House of Representatives, the office of Lieutenant Governor William Scranton, the Pa Lottery, and the Dept. of General Services. She also loved to volunteer her time, especially with the Republican Party of York County and local, state, and national candidates. She was a past matron of the Order of Eastern Star, Chapter 508 (now White Rose 360). But her greatest reward in life was her family and she was always ready to help them whenever and however possible.Carol traveled every chance she could to all parts of the world. Her most memorable trip was to Jerusalem where she was baptized in the same Jordan River as Jesus. Funeral services are scheduled for 10:30 a.m. Saturday, November 19, 2016 at Kuhner Associates Funeral Directors, Inc., 863 S. George St., York. Viewing will be 9:30 to 10:30 a.m. Private burial will be in Blue Ridge Memorial Gardens in Harrisburg.In lieu of flowers, please honor Carol's love of animals with a donation to the SPCA Endowment Fund of York County Community Foundation, 14 W Market St., York, Pa 17401.
